Appointments to the Independent Police Complaints Council

     The Chief Executive has re-appointed two incumbent vice-chairmen and ten members, and appointed one new vice-chairman and three new members to the Independent Police Complaints Council (IPCC) for a term of two years with effect from January 1, 2013, a Government spokesman announced today (December 28).

     Dr Lam Tai-fai and Mr Abraham Shek Lai-him have been re-appointed as vice-chairmen. The re-appointed members are Mr Eric Cheung Tat-ming, Ms Christine Fang Meng-sang, Mr Ip Shing-hing, Ms Lau Yuk-kuen, Mr Kenneth Leung Kai-cheong, Dr Ma Hok-ka, Miss Wong Hang-yee, Dr Helena Wong Pik-wan, Miss Mary Wong Tak-lan and Mr Adrian Yip Chun-to.

     Mr Chan Kin-por has been appointed as the new vice-chairman and the three new members are Dr Eugene Chan Kin-keung, Dr Vincent Ho, and Mr Arthur Luk Yee-shun.

     "We are most grateful for the invaluable contribution and wise counsel of the IPCC in ensuring a fair, effective and transparent two-tier police complaints handling system in Hong Kong. We would like to express gratitude to the retiring members for their dedicated service on the IPCC in the past years," the spokesman said.

     Dr Joseph Lee Kok-long, Dr Lawrence Lam Chi-kit, Professor Stephen Cheung Yan-leung and Mr David Fong Man-hung will retire on December 31, 2012.

     The IPCC, established under the IPCC Ordinance (Cap 604), is an independent statutory body responsible for monitoring and reviewing the investigation of complaints against members of the Police Force. The IPCC Ordinance provides the IPCC with a legal basis to exercise its role and power and provides the two-tier police complaints handling system with a statutory basis. It also imposes a statutory duty on the Police to comply with the Council's requirements. The IPCC is currently chaired by Mr Jat Sew-tong, SC.  

     The appointment notice was published in the Government Gazette today.
