Reporter: Mr Lee, are non-Chinese (illegal) immigrants or smugglers a major cause for concern? And just now you also spoke of snakeheads using increasingly sophisticated ways to smuggle people to Hong Kong, can you give a few examples?
Secretary for Security: I think the smugglers, the snakeheads, who organised all this smuggling of non-ethnic Chinese illegal immigrants to come to Hong Kong, will make use of all possible methods to escape detection and change their modus operandi as well. So when we try to concentrate efforts at a particular point, they will switch to other locations after they have failed a few times. So, that change of modus operandi is a challenge. The second thing is they are using both land and sea routes to come to Hong Kong, so the co-operation between the Mainland authorities and Hong Kong Police and immigration officers is very important. Also, within the Hong Kong SAR Government, we focus on the needs of intelligence gathering. Also, the various departments involved in the fight against illegal immigration monitor the situation and have to mount tactical operations in accordance with the intelligence.
