Enhancement measures for speed restricted zones proposed

The Government proposes to amend the Shipping and Port Control Regulations (Cap. 313A) and the Merchant Shipping (Local Vessels) (General) Regulation (Cap. 548F) to implement enhancement measures in relation to Speed Restricted Zones (SRZs) within Hong Kong waters with a view to enhancing marine safety.

A spokesman for the Transport and Housing Bureau said today (October 18), "The proposed amendments include establishing a total of eight additional SRZs in Tai Po District and Sai Kung District, extending the restriction period of 13 existing SRZs and the boundary of the East Kiu Tsui Chau SRZ, as well as increasing the maximum penalty for breaching relevant regulations."

The Legislative Council Panel on Economic Development, the Local Vessels Advisory Committee, and committees and trade associations of relevant districts have been consulted. Members supported the legislative proposal.

The legislative proposal was gazetted today and will be tabled at the Legislative Council on October 23 for negative vetting.
