Adjustments in respect of cross-boundary goods vehicle transport arrangement

Starting from 0.00am tomorrow (December 12), CBGV transport will be adjusted to a "point-to-point" transport arrangement, with CBGV drivers being allowed to pick up or deliver goods directly from or to the operation points. No quota will be imposed for such arrangement. CBGV drivers are only required to make prior appointment and declaration through the "KuaJingAn"(跨境安)system. The Transport Department (TD) will also continue to conduct rapid nucleic acid tests for CBGV drivers at the Hong Kong side of the boundary control points. Only drivers with a negative test result, together with a valid proof of a negative nucleic acid test result within 48 hours as shown in the "Yuekang code"(粤康码), can enter the Mainland. The TD has also informed the CBGV trade in respect of the details of the aforementioned measures separately. The anti-epidemic measures will continue to be strictly enforced in Guangdong and Hong Kong, so as to minimise the risk of disease transmission.
The Hong Kong Special Administrative Region Government would like to express gratitude to Central Government, Guangdong Provincial Government and Shenzhen Municipal Government for caring for the needs of the Hong Kong community and for ensuring a stable and adequate goods supply to Hong Kong while implementing various anti-epidemic control measures.
The Guangdong and Hong Kong Governments will continue to closely co-operate with each other to monitor and timely review the CBGV transport arrangement, so as to ensure smooth cross-boundary land transport to safeguard a stable goods supply to Hong Kong and to resume the normal operation of the logistics industry.
