Mr Tsang joined the Administrative Service in 1998. He has served in various bureaux and departments, including the then Financial Services Bureau; the Financial Services and the Treasury Bureau; the Innovation and Technology Commission; the Chief Executive's Office; the then Central Policy Unit; the Constitutional and Mainland Affairs Bureau; the then Transport and Housing Bureau; and the then Innovative and Technology Bureau.
He was the Deputy Representative in the Hong Kong Economic and Trade Office in Geneva before taking up the new post.
